NATURE OF CASE

Gus Lamm and Audrey Lamm appeal from an order of the Lancaster County District Court which denied and dismissed their petition for writ of mandamus. The petition sought an order directing the Nebraska Board of Pardons (Board) and its individual members to accord the Lamms the right to make an oral or written statement at a proceeding of the Board concerning the application for commutation of sentence of Randolph K.
