OPINION

NETTESHEIM, Judge.

This case is before the court after argument on cross-motions for summary judgment. The issue presented is whether *355plaintiffs, who serve in the position of Convoy Commanders for the Department of Energy, GS-084, grade GS-10, are exempt from the overtime provisions of the Fair Labor Standards Act, 29 U.S.C. §§ 201-219 (1988) (the “FLSA”).
