FACTS AND PROCEDURAL BACKGROUND

4 1 Plaintiff, Barbara Robinson, was a resident of Comanche Park Apartments, an apartment complex in Tulsa, Oklahoma managed by the Tulsa Housing Administration. The complex was gated and staffed by Borg, Warner security officers. On the evening of August 3, 1996, Robinson's son, Landry Davi-son, drove up to the gatehouse at the complex in his 1996 Lexus automobile, accompanied by his wife and three small children.
