This is an appeal from a judgment entered in the United States District Court for the District of Maine in favor of the United States on plaintiff Kathleen Barker Clement’s claim of negligence. 1 Plaintiff sued the United States under the Federal Tort Claims Act, 28 U.S.C. § 2671 et seq., for the suicide of her deceased brother, Burton Barker. Plaintiff claimed that Barker’s suicide was the result of negligent medical care and treatment provided by the Veterans Administration Hospital (“VA Hospital”) in Togus, Maine.
