*743SELYA, District Judge.
The government sued Ven-Fuel, Inc. (Ven-Fuel) in the District Court for the District of Massachusetts under 19 U.S.C. § 15ET2 (1970) for the imposition of a civil penalty referable to Ven-Fuel’s illicit importation of residual fuel oil into the United States, and more specifically, into Massachusetts, in 1974. The district court entered judgment against Ven-Fuel and assessed a civil penalty in the sum of $783,-500. Ven-Fuel appeals.
