BOWNES, Circuit Judge.
Shortly after 8 p.m. (2012 hours) on August 15, 1985, the tanker Manhattan Prince, while in the process of docking, collided with a pier. The allision occurred in the Army Terminal Turning Basin, Puer-to Nuevo Channel, San Juan Harbor, Puer-to Rico. An in rem action against the vessel was brought by the Puerto Rico Ports Authority (PRPA) and the Puerto Rico Electric Authority for damages caused to facilities on the pier owned by both authorities.
