The claimant in this Workmen’s Compensation case has petitioned for review of an order of the Workmen’s Compensation Appeal Board which reversed a referee’s award of counsel fees.

*489The award of reasonable attorney fees is authorized where liability is contested, “Provided, That cost for attorney fees may be excluded when a reasonable basis for the contest has been established.” Section 440 of the Workmen’s Compensation Act, Act of June 2, 1915, P.L. 736, Art. IV, as amended, 77 P.S. §996.
