Plaintiffs were discharged from employment with the Illinois Department of Labor, Bureau of Employment Security (Department), after a consolidated hearing before the Illinois Civil Service Commission (Commission) (Ill. Rev. Stat. 1975, ch. 127, par. 63blll). On July 7,1976, Local 1006 of the American Federation of State, County, and Municipal Employees (AFSCME) went on strike against the Department.
