This action was commenced when complainant, Ramon Rivas, filed two charges of unfair employment practices with the Fair Employment Practices Commission (hereinafter referred to as “Commission,” or as “F.E.P.C.” when necessary to distinguish this agency from other administrative agencies) in accordance with the Fair Employment Practices Act.
