Defendants, the Illinois Civil Service Commission (Commission) and the Illinois Department of Transportation (Department), appeal from the judgment of the circuit court of St. Clair County reversing the Commission’s decision to discharge plaintiff, Retty Ruffin, from her employment as a highway maintainer in the Department. Two issues are raised on appeal: (1) whether the circuit court had jurisdiction to review the Commission’s decision to discharge; and (2) whether there was sufficient cause to warrant plaintiff’s discharge.
