On November 8, 1996, the Montgomery County Department of Health and Human Services (“DHHS”) filed a petition alleging that Damon M. was a child in need of assistance (“CINA”). On April 21, 1997, the District Court of Maryland for Montgomery County, sitting as a juvenile court, found Damon to be a CINA and ordered that he remain in the custody of DHHS for placement in a treatment foster home through the Baptist Home for Children and Families.
