OPINION

GWIN, District Judge.

In this action, Plaintiff Gilmer-Glenville Limited Partnership (“Gilmer-Glenville”) asserts claims against Defendant United States Department of Agriculture, Rural Development 1 (“USDA”) under the Administrative Procedures Act (“APA”), the Takings Clause of the Fifth Amendment, and for breach of contract. In lieu of a trial, the parties have filed proposed findings of fact and conclusions of law. After reviewing the parties’ submissions, the Court enters partial judgment in favor of Plaintiff Gilmer-Glenville.
