MEMORANDUM OPINION AND ORDER
CARMAN, Judge:
Before the Court is plaintiff’s application for an award of attorney’s fees pursuant to the provisions of the Equal Access to Justice Act of 1980, 28 U.S.C. § 2412(b) (1982). Defendant opposes the application in all its respects.
The underlying controversy pertains to a decision by the Secretary of the Treasury dated May 14, 1979, pursuant to the Anti- dumping Act of 1921, ch. 14, 42 Stat. 11, 15, repealed by Trade Agreements Act of 1979, Pub.L.
