OPINION
RESTANI, Judge:
This matter concerns plaintiff’s application for attorney’s fees and other expenses pursuant to the Equal Access to Justice Act (“EAJA”), 28 U.S.C. § 2412 (1988). 1 Plaintiff, Consolidated International Automotive, Inc., (“Consolidated”) charges that the position of defendant, the Department of Commerce (“Commerce”) in Chrome-Plated Lug Nuts from the People’s Republic of China, 56 Fed.Reg. 46,-153 (Dep’t Comm.1991) (final det.)
