MEMORANDUM AND ORDER

JOHNSON, District Judge.

This Court previously granted Petitioner Yuen Shing Lee’s (“Petitioner”) pro se application for a writ of habeas corpus, pursuant to 28 U.S.C. § 2241 (“ § 2241”), by Memorandum and Order dated July 15, 2001. Respondents John Ashcroft, Attorney General of the United States, and the Immigration and Naturalization Service thereafter filed a Motion to Alter or Amend the Judgment pursuant to Rule 59(3) of the Federal Rules of Civil Procedure (“Rule 59(3)”).
