In INS v. St Cyr, 533 U.S. 289, 121 S.Ct. 2271, 150 L.Ed.2d 347 (2001), the Supreme Court concluded that neither the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (“IIRI-RA”), Pub.L. No. 104-208, Div. C, 110 Stat. 3009-546, nor the Antiterrorism and Effective Death Penalty Act of 1996 (“AEDPA”), Pub.L. No. 104-132, 110 Stat. 1214, repealed federal habeas corpus jurisdiction under 28 U.S.C. § 2241. St Cyr, 533 U.S. at 297, 121 S.Ct. 2271.
