ALBIN, Justice.

In this case, Larry S. Loigman, a Monmouth County lawyer, professes to have information bearing on the legality of a state-run program intended to deter underage drinking. He has not reported any allegation of criminal wrongdoing to a state or federal law enforcement agency in New Jersey.
