Plaintiffs are individuals and corporations doing business as commercial truck stops. They brought suit against defendants, seven state officers and two other individuals, for a declaratory judgment that L. 1975, c. 203, is unconstitutional because it violates Minn. Const, art. 4, § 17, the “single subject rule”; 1 and because it violates art. 4, § 21, proscribing passage of a bill on the last day of the legislative biennial session.
