A post-trial judgment was issued in plaintiffs favor in this pre-award bid protest con testing an action by the Department of Veterans Affairs (“VA”), Office of Small and Disadvantaged Business Utilization (“OS-DBU”), decertifying Miles Construction, LLC (“Miles”) as a qualified service-disabled veteran-owned small business (“SDVOSB”) and nullifying an apparently successful offer Miles had made for a contract to repair a storm sewer at a VA medical center.
