OPINION

TURNER, Judge.

Plaintiff, a building contractor, seeks relief from the allegedly wrongful default termination of its contract with the Air Force.

In September 1985, the Air Force entered a contract with plaintiff for the renovation of housing at Castle Air Force Base, California. On September 17, 1986, the contracting officer rendered a decision terminating for default plaintiff’s performance under the contract.
