Plaintiffs filed an inverse condemnation action against the City of Ottawa (City) and the Secretary of the Kansas Department of Transportation (KDOT), alleging that a highway construction project on the south and east side of Ottawa unreasonably increased the plaintiffs’ amount of indirect travel and left the plaintiffs’ real estate with unreasonably restricted access to the system of state highways.
