ORDER AND REASONS

MENTZ, District Judge.

The City of New Orleans (“New Orleans”), by and through its agent, the New Orleans Aviation Board (“NOAB”), commenced several expropriation actions in this court in order to acquire a fee simple interest in property located within the Runway Protection Zone (“RPZ”) of the New Orleans International Airport (“airport”). The airport is located outside the geographical limits of New Orleans in the City of Kenner (“Kenner”), Jefferson Parish, Louisiana.
