The appellant contends that the ordinance here in question is repugnant to, and invades a field controlled by, the provisions of the Emergency Price Control Act; that the ordinance is unconstitutional, being in conflict with Article VI of, and Section 1 of the Fourteenth Amendment to, the Constitution of the United States; and that it constitutes a delegation of legislative power contrary to the Constitution of Ohio.
