The issue in this appeal is whether, under the circumstances of this case, the oral decision of a presiding officer at an administrative hearing of the commission on human rights and opportunities (commission) dismissing a complaint was a “final decision” of the commission within the meaning of General Statutes § 4-183 (c),1 so as to trigger the forty-five day time period within which a party must appeal.
