This is an appeal from a judgment for respondents on the pleadings in an action for declaratory relief and for writs of mandamus. Appellant, as a permanent employee of the classified civil service of the county of Los Angeles since 1936, except for military leave, and as a member of the retirement system of said county under the County Employees Retirement Law of 1937 (Gov.
