{¶ 1} David Dolan Jr. and his wife, Jennifer Dolan, d.b.a. JD’s Towing (collectively, “JD’s Towing”), appeal the Athens County Common Pleas Court’s judgment on the pleadings, pursuant to Civ.R. 12(C), in favor of the Athens County Commissioners and Athens County 911 Coordinator, Douglas Bentley. JD’s Towing contends that the trial court erred in dismissing its claims for promissory estoppel, tortious interference with a business relationship, and fraud.
