The Alleghany Corporation appeals from the dismissal of its action against William H. McCartney, Director of Insurance for the State of Nebraska, in which Alleghany sought a declaratory judgment that the Nebraska Insurance Holding Companies Act, Neb.Rev.Stat. §§ 44-2101 to -2119 (Reissue 1988), was invalid and requested appropriate injunctive relief.
