DALZELL, District Judge.

The question before us is whether the Commonwealth’s requirement that circula-tors of nomination papers for a candidate who seeks to appear on the general election ballot in Pennsylvania use different nomination papers for each county uncon*683stitutionally burdens plaintiffs’ First Amendment speech rights.
