Historically, the matters involved in this appeal have been the subject of earlier consideration. Brief recitation of the factual background is of assistance in determining this appeal.
On July 10, 1964, plaintiffs, (except Morrison) for themselves and others similarly situated, filed suit in the District Court of Craig County against the School District and the Board of Education in their official capacities.
