HARKINS, Senior Judge.

James A. Martin is a licensed merchant seaman who was formerly employed as a Chief Engineer in the Military Sealift Command (MSC), a noncombatant arm of the United States Navy manned by civilian mariners. Plaintiff’s complaint in this court, filed June 14, 1985, claimed back pay in the amount of $28,604.26, due to an allegedly unjustified or unwarranted personnel action.
