Appellant Arkansas Board of Examiners in Counseling appeals the judgment of the Miller County Circuit Court reversing the Board’s decision to revoke Appellee Mary Pat Carlson’s license to practice as a licensed professional counselor. Our jurisdiction of this appeal is pursuant to Ark. Sup. Ct. R. 1 — 2(b)(1) & (6), as it presents an issue of first impression requiring our interpretation of an act of the General Assembly.
