Appellee, Valentina Chambers, was injured when her van was struck by a vehicle being pursued by a police officer. She brought a personal injury lawsuit against appellant, the District of Columbia, alleging gross negligence by Metropolitan Police Department (“MPD”) Officer Theresa Waterhouse, gross negligence by the District in training and supervision, and re-spondeat superior.
