SMITH, Circuit Judge:

The National Labor Relations Board pursuant to § 10(e) of the National Labor Relations Act petitions for enforcement of its order issued on July 3, 1963 against Respondent, Warrens-burg Board & Paper Corporation. The Board found that the Respondent had violated § 8(a) (1) and (5) of the Act by refusing to sign an agreement embodying orally agreed-upon terms and conditions of employment. No jurisdictional issue is presented because the claimed unfair labor practices occurred in Warrensburg, New York, where the Company is engaged in the manufacture and sale of paperboard…
