This case arises under the Federal Employment Compensation Act, 5 U.S.C. § 8101 et seq. (FECA). It is an action for a declaratory judgment brought by Paul B. Lorenzetti against the United States. The dispute stems from an unresolved conflict regarding the government’s right to reimbursement under the FECA and the injured party’s ability to recover damages under the Pennsylvania no-fault statute, Pa.Stat.
