Plaintiffs Reiner Brach GmbH & Co. KG (“Reiner Brach”) and Novosteel SA (“Novosteel”) move for judgment upon the agency record, challenging the final results of two administrative reviews of cut-to-length carbon steel plates from Germany by the United States Department of Commerce (“Commerce”).
