OPINION

POGUE, Judge.

This consolidated action is before the Court on cross-motions for judgment on the agency record, pursuant to USCIT Rule 56.2. The parties challenge aspects of the Department of Commerce’s (“Commerce” or “the Department”) final results regarding sales at less than fair value (“LTFV”) of Tapered Roller Bearings (“TRBs”) from Japan covering the period of October 1, 1998 through September 30, 1999.
