Pamela Nickel appeals the decision of the Saline County School District No. 163 Board of Education canceling Nickel’s teaching contract due to a reduction in force. We affirm.

Nickel was a permanent certificated teacher employed by the school district during the 1993-94 school year. On March 31, 1994, Nickel received notice that her “employment contract may be terminated after the close of this contract year because of reduction in force. It appears that, based on the criteria of the reduction in force policy, you would be affected by a reduction in the staff.” The parties agree that declining…
