This case concerns management of the red snapper fishery in the Gulf of Mexico. The responsibility of managing the fishery lies with the Secretary of Commerce (“Secretary), through the National Marine Fisheries Service (NMFS), a sub-agency of the National Oceanic and Atmospheric Administration (NOAA).
