Recognizing the existence of a public emergency due to an insufficient supply of dwelling accommodations for returning veterans of World War II and their families and others, the Legislature of this State in January, 1946, enacted and Governor Thomas E. Dewey signed a bill designed to meet the situation. The hill became chapter 3 of the Laws of 1946, effective January 29, 1946, and added a new article, to wit, article IX-A, to the Public Housing Law.
