The petitioner, a resident and taxpayer in Nassau County, asks in these two proceedings for orders in the nature of mandamus directing the Secretary of State and the Commissioner of Taxation and Finance of the State of New York “ to disregard Chapter 617 of the Laws of 1944 ” and to discharge their official duties “ as if said statute had not been enacted ”.
