Freight, Inc., commenced an action in the Common Pleas Court of Summit County for a judgment declar ing that it is a public utility within , the meaning pf Section 519.21, Revised Code, and hence exempt from the operation, force and effect of the zoning regulations of Northfield Center Township, Summit County, Ohio, and the Summit County Regional Planning Commission.
