DONALD RUSSELL, Circuit Judge:

This litigation had its beginning over two decades ago, though actual litigation has been in progress only a little over a decade. During this period the development of a program of peaceful use of nuclear power as authorized by Congress, begun with such enthusiasm, has since experienced a chequered career, marked by many changes in official policy and subjected to increasing regulatory and judicial constraints.
