This ease is one of a number of cases before the Court of Federal Claims involving contracts (“the Standard Contract”)1 between nuclear utilities and the United States Department of Energy (“DOE”) for the disposal of spent nuclear fuel (“SNF”) and/or high-level radioactive waste (“HLW”). Plaintiff, Dairyland Power Cooperative *617(“Dairyland”), an electric generation and transmission cooperative, signed the Standard Contract on June 15, 1983.
