The government has filed a motion to dismiss which presents a number of questions under the Federal Tort Claims Act, 28 U.S.C. §§ 1346, 2671-2680. Plaintiff’s five-count complaint stems from actions which the General Services Administration took, beginning in 1978, that severed a long-time contractual arrangement whereby plaintiff supplied the government with metal office furniture.
