Harle Houldsworth filed claims against the City of Temple Terrace, Florida (the “City”) for sexual harassment and retaliation under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., in the United States District Court for the Middle District of Florida. She now appeals the grant of summary judgment in favor of the City on these claims. 1
