MEMORANDUM OPINION

PAUL L. FRIEDMAN, District Judge.

This matter is before the Court on pro se plaintiff Keith Russell Judd’s Complaint for a Declaratory Judgment, Injunction, and Damages. 1 The complaint in- eludes a request for a three-judge court. Upon consideration of the complaint, the Court concludes that a three-judge court should not be empaneled and that Counts One, Four, Five, Six and Seven of plaintiffs complaint should be dismissed.
