It is well settled that the plaintiff, the Connecticut Insurance Guaranty Association (association), is not obligated to pay claims that are asserted for the benefit of an insurer, because such unpaid claims are not “covered claims” under the Connecticut Insurance Guaranty Association Act (act), General Statutes § 38a-836 et seq.
