This case represents some of the efforts of Dresser Industries, Inc., the plaintiff-appellant, to forestall disclosure of the details of certain transactions which are now commonly referred to as “questionable foreign payments”. Dresser filed this suit in the Southern District of Texas seeking, inter alia, declaratory and injunctive relief against the Department of Justice and the Securities and Exchange Commission.
