This action was brought by certain property owners in the city of Ocean Park to secure a decree declaring null and void the proceedings under which Lake Avenue in that city was improved. Plaintiffs seek to remove the cloud cast upon their respective titles by the assessments upon their properties for the work done. The trial ivas had upon a stipulated statement of the evidence, most of which consisted of the records of the proceedings on file in the office of the city clerk of Ocean Park.
