These consolidated takings cases concern the conversion of a portion of the Belfast and Moosehead Lake Railroad Line (“the Belfast & Moosehead” or “Railway”) in Belfast, Maine and its attendant right-of-way into a recreational trail under Section 208 of the National Trails System Act Amendments of 1983, Pub.
